Braxton was convicted in 2001 for Forcible Rape. Braxton’s victim was a 14 year old female. Braxton was also convicted in 14th Judicial District Court on October 18, 2013 for Failure to Register/Notify as a Sex Offender.

After checking his registration requirements it was learned Savoy cannot be within 1,000 feet of any school, playground, ballpark or day care center. The distance from the school to the house Savoy was visiting, and had been observed visiting there on several occasions, was less than 1,000 feet.

On numerous occasions, Hess allowed Lowery to be at her home while her four children, all under the age of 12, were present, and her home is within 1,000 feet of a daycare, even though she was well aware that both were violations of Lowery’s sex offender registration requirements.
Detectives also learned through this investigation that in 2013, Hess intentionally withheld and misled information to the staff of a local recreation facility regarding Lowery being a registered sex offender, allowing him to coach and attend numerous t-ball games of her juvenile son, which is also a violation of his registration.

Lowery, who was convicted of indecent behavior with a 6 year old juvenile in Vernon Parish in September 2009, was booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender and released on a $10,000 bond set by Judge Robert Wyatt.

ERIC SCOTT RADIO | LAKE CHARLES, LA. — On March 23, at approximately 8:00 p.m., Calcasieu Parish Sheriff’s Office deputies observed a man walking in the middle of the street.
When deputies spoke with the man, James G. Guidry, 59, Lake Charles, it was discovered the address listed on Guidry’s Louisiana driver’s license was outdated and he had moved without notifying the proper authorities within three (3) days, as required by law for all registered sex offenders.

ERIC SCOTT RADIO | LAKE CHARLES, LA. — On July 10, 2013, Calcasieu Parish Sheriff’s Office deputies were dispatched after receiving a report from a woman advising on numerous occasions in the past two weeks, she has observed convicted sex offender James L. Braxton, 38, 205 Moss Street, #7, Lake Charles, near her place of employment, home and other places in the area. Deputies discovered Braxton was convicted of forcibly raping the victim in April 2001 in Calcasieu Parish.
The victim also advised Braxton recently went to her home and knocked on her door. When she opened the door and saw Braxton, she pepper sprayed him and he fled the home.

During the investigation deputies spoke with the driver, Keith J. Manuel, 53, 379 Robert Clark Road, Starks, and discovered Manuel, a registered sex offender who was convicted of sexual battery in March 2001 in Calcasieu Parish, did not possess any form of identification, which is required by law for all registered sex offenders.
Manuel was arrested and booked into the Calcasieu Correctional Center and charged with failure to comply with sex offender identification requirements; and driving under suspension for prior DWI.
His bond is still pending.

ERIC SCOTT RADIO | LAKE CHARLES, LA. — On February 18, Calcasieu Parish Sheriff’s Office deputies were dispatched to a mobile home park in Lake Charles in reference to a complaint regarding convicted sex offender, John R. Gammage, Jr., 67, 8559 Gulf Highway, Lot # 23, Lake Charles, observed peeping into a 10 year old boy’s window, who also lives in the mobile home park, at approximately 2:30 a.m. that morning.
Deputies also received a separate complaint regarding Gammage looking into the vehicle and bedroom window of another family that also lives in the mobile home park.

When deputies spoke with the driver, convicted sex offender Wesley P. Vincent, 48, 1016 Kim Street, Sulphur, it was discovered he did not possess any form of identification, which is required by law for all registered sex offenders.
Vincent, who was convicted of indecent behavior with juveniles in Texas in September 1999, was arrested and booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender; and driving under suspension.
