Killer robots that can attack targets without any human input “should not have the power of life and death over human beings,” a new draft U.N. report says.

The report for the U.N. Human Rights Commission posted online this week deals with legal and philosophical issues involved in giving robots lethal powers over humans, echoing countless science-fiction novels and films. The debate dates to author Isaac Asimov’s first rule for robots in the 1942 story “Runaround:” `’A robot may not injure a human being or, through inaction, allow a human being to come to harm.”

In one of the day’s dumbest April Fool’s Day pranks, a Waffle House worker allegedly called 911 to falsely report that the eatery had just been robbed.

According to police, Susan Alexandria Tinker, 20, called around 6 AM to claim that the Hampton, Virginia eatery had been robbed. However, after officers arrived at the purported crime scene, they came to a different conclusion.

Microsoft has posted its first quarterly loss in its 26 years as a public company as it declared a struggling online ad business a bust and prepared for one of the biggest product updates in its history.

The software company had warned two weeks ago that it would take a $6.2 billion charge in the April-June quarter because its 2007 purchase of online ad service aQuantive failed to help it compete with Google Inc. The amount reflected the bulk of the $6.3 billion it paid for aQuantive.

Facebook is considering filing its IPO documents on Wednesday, setting the stage for a highly-anticipated debut that may value the social-networking king at up to $100 billion, according to The Wall Street Journal.

Binge drinking rates in the U.S. are at a much higher rate than previously thought, according to a report released Tuesday from the Centers for Disease Control and Prevention.

The CDC found that more than 38 million Americans binge drink four times a month—consuming an average of eight drinks each time.

And it’s not just young adults. Although it is more common between the ages of 18-34, those 65 and older reportedly binge drink more often—five to six times a month. View full article »
