War games this month showcased missiles with improved accuracy and firing capabilities, Iranian media reports said Friday, an apparent response to stepped up Western moves against Iran’s nuclear program.

Iran’s powerful Revolutionary Guards conducted the exercise in the central desert, firing ballistic missiles including a long-range variety meant to deter an Israeli or U.S. attack. The targets were models of foreign military bases, and the stated goal was to show that Iran’s missiles can hit Western bases and Israel.

Without fanfare, the nation’s nuclear power regulators have overhauled community emergency planning for the first time in more than three decades, requiring fewer exercises for major accidents and recommending that fewer people be evacuated right away.

The revamp, the first since the program began after Three Mile Island in 1979, also eliminates a requirement that local responders always practice for a release of radiation.

Iran’s nuclear chief signaled Tehran’s envoys may bring a compromise offer to the talks this week with world powers: Promising to eventually stop producing its most highly enriched uranium, while not totally abandoning its ability to make nuclear fuel.

The proposal outlined late Sunday seeks to directly address one of the potential main issues in the talks scheduled to begin Friday between Iran and the five permanent Security Council members plus Germany.

The United States and Europe are considering unprecedented punishment against Iran that could immediately cripple the country’s financial lifeline. But it’s an extreme option in the banking world that would come with its own costs.

The Obama administration wants Iran evicted from SWIFT, an independent financial clearinghouse that is crucial to the country’s overseas oil sales. That would leapfrog the current slow-pressure campaign of sanctions aimed at persuading Iran to drop what the U.S. and its allies contend is a drive toward developing and building nuclear weapons. Iran said Saturday it has evidence that the United States was behind the assassination of an Iranian nuclear scientist this week in Tehran, state media reported.

Mostafa Ahmadi Roshan was killed in a brazen daylight assassination Wednesday when two assailants on a motorcycle attached a magnetic bomb to his car in the Iranian capital. The killing bore a strong resemblance to earlier killings of scientists working on the Iranian nuclear program, and has prompted calls in Iran for retaliation against those deemed responsible. On the day Iranian scientists announced the production of the country’s first nuclear fuel rod, Rick Santorum pledged that if elected president he will ensure Iran cannot produce a nuclear weapon — in part by threatening to bomb their facilities unless the country opens them up to inspectors.
